Shouldn't you have to prove that you have funds on hand to begin a project of this scope? When you buy a home, there are checks in place to ensure you can pay the mortgage, employment checks, credit, CASH ON HAND, etc. You can't lie your way through something like this.

If they cannot get the money together right now to start construction, what makes you think they will have the money to pay it back?
