    Not necessarily. For instance, a town could be renovating an historic structure with privately obtained funds, but because it will belong to the town, all public bid laws would apply.

    Been out of governmental accounting for a while, but I think for most projects over a threshold you had to get 3 submitted bids, and pick the cheapest one (or submit reasons why the cheapest one wouldn't work), and advertise in a local journal for review of the bids or some goofy junk like that. And very few people in government know about these laws, so they don't do anything until they get slapped on the wrist by auditors.

    I wouldn't think so.

    If state entities are like us, that money (or gift) would have to be accounted for or appropriated.

    Because, if that gift were to fall through, how would the bill to Lemoine get paid?

    That's why I keep harping on the $3 million or $5 million or $10 million or $17 million or $21 million figures that are thrown around.

    If there was only $3 million available, I really don't think the University is in the position to issue a notice to proceed (or maybe even sign the initial contract) on a $10 or $17 or $21 million project.

    Shoot, even if the entire $10 million were available, I don't think the University would be able to issue the notice to proceed (or even sign the initial contract) on a $17 or $24 million project.

    Is it possible it's the additional $7 million cost that is causing the problem?

    I don't think this was some kind of surprise, I'm sure lemoine made it pretty clear what was required to begin. After building the APC I'm sure tjoe and farmer are well aware of what is required to begin. It's all the lying that has got us in this position. If the project was/is 10,17 or 21....3 was never enough to begin any of those. There are only 2 maybe 3 people who actually knew what was in the account...how bout let's hold those people accountable.
