This is actually a fine example of the misdirection neckers are renown for. While it can technically be said that Ruston is not dry, the truth is that the sale of hard alcohol is legal only in restaurants. That is hardly what I would call the open sale of alcohol. Without commenting on the moral merits of such a policy, it is clear that to simply say that Ruston is "not dry" was an intentional attempt to mislead.
