i think the previous governor of virginia made it mandatory, but since they lost now they are rolling dice on a new governor
or odu needs to back out to be better prepared to handle that SBC gauntlet as these deals were made prior to their rise together
I still don't understand. Is this spread out over seasons? How does this avoid us playing two P4's in the same season?

In the spreadsheet posted there are two scanarios, in both you are playing one home and home with a G5 and one P4, annually.
You can have three 3-for1 relationships going on simultaneously and not play more than one P4 annually.
You would get a different P4 (on average) in the house every four years.
Scenario a: Using the slots that a 3-for-1 would take up (but only doing one offs with the G5 HnH) playing ONE P4 annually over a period of twelve years you will have to forge 18 different relationships and sign 18 different contracts with 18 different schools.
Scenario b: In a 3-for-1, (still with the G5 HnH) you consolidate your efforts into 9 contracts with 9 different schools.
Over that period of time you either have a 12-for-none or a 3-for-one.
Without the G5 in the equation it's 12 contracts vs 3.
