This is for the stadium as per Stuart Bishop and other local reps. There is your answer to the question regarding my comments.

Didn't throw in the towel. It's an election year so simply played the game like everyone else and took the money offered.

Can't speak to the RCAF question, that is best answered by someone that currently sits on the committee, or chairs it. My understanding is with the current cost of materials and labor, along with the donations committed and raised, the $15M is the funds needed to bridge the gap and get the project started asap.
