I-10 is closed in both directions at metairie rd due to a fatal accident. News just reported it could be 4 hours before it reopens. If your heading to the cbd or french quarter you might want to take 610 around town and come back in from the east. If you are coming in on 90 stay on the westbank expressway and use the crescent city connection if your on I-10 coming in from B.R. it might not be a bad idea to take 310 over to 90 as well.
For a long time I would have agreed with you, but I can tell you that when I was there from 2007-2008 our need combat troops there was dwindling rapidly. The Sunni tribes had woken up and finally started pushing the al Qaeda threat out of al Anbar province.
Now the secular tension in Baghdad was still somewhat heated, but from everything I've heard, it's calmed down significantly.
When I left, our forces were preparing to pull out of the cities to switch to a purely support role for the Iraqi military and police. If we hadn't passed the torch on to the Iraqis, they'd still be depending on us to take care of everything for them.
