The first part of the project is mostly underground & won’t be seen by the public. So there won’t be much complaining. Moneys there so get it started ASAP. All this worrying about what the public will say & going about it behind closed doors the old school political way is how we ended up in this deficit.

The first part is consistent with what Maggard said on RR a while back that some of the underground stuff would start after this season and more possibly after next season. Hopefully it plays out like that
