There was no need for NIL because they could pick from the best of the best non professional hockey players.

What they had was better than NIL.

The closest thing to that was Louisiana's 1943 football team.

But the russians were paid full time..... back then the olympians were put in an active duty military status, but career field MOS was simply to train and play for olympics.
