Back in the old USAF days, we were issued arctic gear for Alaskan assignments. One of the pieces of gear were pants held up by suspenders. They were thick and heavy. Hence the name. When it was -20 with 20+ mph winds, they were nice to have when chipping ice off the runway barriers.
