You're right. And he's said before that he doesn't have a hand in the offense at all; so this report contradicts those previous statements.
My feeling is this. In order to be an effective Coach, you have to demonstrate confidence and dominance. Hall, IMO, is obviously the man at practice. He has that alpha intangible. We've been missing that on the offensive side since Jay left.
