NCAA really needs to set up something similar to APR for grad transfers. If someone gets to avoid sitting out because they claim grad transfer but then doesn't stay to complete that post graduate degree, that school should reep some consequence. I.e. for the next two years even grad transfers that go there still have to sit out. (The sitting out year can give them good progress on that degree)
When the graduate transfer exception was first introduced it was supposed to be only if your school didn't have the graduate program you were interested in taking. Not sure when/why they changed that.
