it is very easy for astute govt to set bid requirements in a fashion where the preferred vendor is really the only one which will qualify and thus will be awarded their bid . . .

In bids where there is no paying customer it often goes to the low bidder.

In bids where the costumer (fan) foots the bid (profit sharing) it seems to go to the high bidder.

85 pct of new freshmen are allergic or know someone on facebook who is allergic, and cant partake out of solidarity. The other 15 pct played little league with someone allergic and you never know if they might drop in
