Are they requiring proof of vaccination or a negative test? Yea I know it is TX so that may be a stupid question, but just want to be prepared.

I don't think that they are requiring anything from the fans. Texas is wide open, I was their last week, although Austin is a different place than the rest of Texas, politically, but I do believe it will be somewhat open.
