So it’s non binding? Still the university will honor it unless there’s a breech of cooperation by the student athlete? What if he’s a great student athlete but turns out to be a little less than hoped for as a player?

Then he doesn't earn a football scholarship. PWO means the staff is promising an athlete at a certain position an opportunity to earn a scholarship while saving them a spot on the 110 that are allowed to practice. Anyone can tryout, but they are not guaranteed a roster spot.
