The crew that put in the rest of the chair back seats last night and this morning is the same crew that put all the steel up. I talked to him about the roof which he will be putting up. This is his words. " I don't know when I will start with the roof, they have not giving me the go ahead. I will need at least two weeks of none stop work to have it installed. I have been waiting for several weeks". Why don't they work on the press-box, suites and club house seating? Answer, no labor workers. Scott Farmer with his confortable in having the roof installed is in another world. Work on the three buildings which need bricking and finish the inside. Need that more than a roof now. Also the restrooms. They need to go down Jefferson street and get LeRoy to tell them how to do it. No rocket science here.
I heard yesterday at the game that it is not a contractor problem but a money problem. Subs not showing up because not getting paid that is why some have walked off the job. Not sure how true but I did hear this from someone who is around the softball program daily. Take it for what it is worth but I am hearing its a money problem not a contractor problem.
You are correct. If Subs are not being paid then it's a General contractor problem. Usual line of authority is Owner (the University), Design Professional, General contractor, Sub Contractors.
This better not be the case because a subcontractor can lien the project if they have not been paid. If this is true, then the general contractor cannot produce a "Certificate of No Lien" at the end of the project. If this happens then the University cannot accept the project. Since they are using parts of the project now this could cause a tricky legal problem depending on how the contract was written.
This could get sticky if the subs are not getting paid. Lets hope the Performance and Payment Bonds are underwritten by a good and strong Surety company.
Oh BTW, if this is the case, this could explain why nobody wants to say anything publicly for fear of damaging their legal position.
Like I said take it for what its worth I just wanted to put out there what I heard at the ball park yesterday. But some of the things going on there makes sense now with now workers just might be a money thing. Not sure who has the money problem the University or the Contractor but from the way he told me sounded as if it was the University.
