The reason for the water on the basketball area is because that is the place the basketball court will be placed once the building is constructed. The reason for that area to be slightly lower than the rest of the foundation is that once the court is layed down then it will be level with the rest of the building.

Latest picture (yesterday) of indoor practice facility going up.
