    Whether the weather is a factor or not, depends on whether the contractor thinks he can defy the weather, by waiting till the last second to decide whether or when to start the project, forcing them -in the end- to work despite the weather.

    I agree. It's hard to believe that they are actually going to blame the delays and incompetence on the weather. I guess Scott Farmer got the message to bite his tongue.
