TEXARKANA, Ark. (AP) - Two organizations have asked a federal
judge to halt construction of a $1.7 billion coal-fired power plant
in southwestern Arkansas.
Audubon Arkansas and the Sierra Club said Monday they filed a
motion in federal court in Texarkana, claiming the construction is
destroying wetlands.
Owners of a hunting club near the plant in Hempstead County are
also seeking to stop the Southwestern Electric Power Co. from
further construction, also on environmental grounds.
Audubon and the Sierra Club say the Army Corps of Engineers
should not have issued water permits to the plant.
After the opponents won a court challenge, Shreveport-based
SWEPCO changed tack and said it would operate the facility as a
merchant plant, which would not require state regulatory approval.
