The University of Louisiana-Lafayette product had 50 receptions for 751 yards last season with six touchdowns. An injury kept him out of the last four regular-season games but returned for the playoffs, making three receptions for 67 yards in two games.
"He's got the ability to be one of the better receivers in the league," Maciocia said. "I thought he had a breakthrough season for last year. He missed the last four games of the year and he still accumulated 750 yards, so he's got ability to break that 1,000-yard barrier.
"He's young, he's explosive and he should be able to do really well for himself this year."
With the retirement and subsequent coaching promotion of Jason Tucker and the return to the NFL by Kelly Campbell, the Eskimos will be relying heavily on Stamps this season.
"He just brings so much to the table," Maciocia said.
"He's athletic, he can go up to challenge for the deep ball and has tremendous hands. He can be really special and it's just a question of him coming back and getting a better understanding of what the league is all about and some of the guys he's going to be going up against and some of the coverages he's going to be seeing."
