St. Martinville The City Council Monday night authorized Mayor Thomas Nelson to work with Phillip James on his Summer Enrichment Program at Adam Carlson Park despite an acrimonious exchange between James and African-American members of the council, whom he apparently had accused to trying to torpedo the five-year-old program.
