BATON ROUGE, La. (AP) - A Morgan City state senator's annual bid
to cap the amount of money college students could receive through
the free tuition program called TOPS has failed again.
The Senate Education Committee rejected the bill by Democratic
Sen. Butch Gautreaux without objection Thursday. The committee has
killed the proposal in previous years.
Gautreaux says he sought a cap because of the annual growth of
the program, the Taylor Opportunity Program for Students, which
costs the state more than $130 million a year.
Gov. Bobby Jindal opposed the bill. Opponents say the state
shouldn't take away what students have been promised. They also say
the program encourages people to go to college.
TOPS provides scholarships to any Louisiana high school student
who meets certain grade point average and college entrance test
score requirements.
