I’m sure someone knows more about this than me.
From my experience (live in KY and we have had the safety bag in HS ball for the last couple years), HS rules do not require the runner to use the safety bag if there is no play at 1B. Does the NCAA? If so, I agree with Foote.
I also don’t like this rule change since many players have never had to play with a safety bag. Some states (I know Indiana is one) do not require it in HS.
To me, it should only be used on a dropped strike 3 where the ball goes to the 1B side of foul territory.
I think it complicates the umpire’s job more than it helps from a safety standpoint.

It's going to take some time to get used to. The NFHS leaves it up to the states to decide for themselves if they'll use the double bag (the LHSAA has not opted into the rule yet).
Simply put: if there is a play at first base, the runner must run to the side opposite where the fielder is playing. It's designed to prevent collisions and help officials with obstruction and interference calls.
