They are thinking they will get around the simple 5 year clock by doing this. At the same time D2 is about to approve 5 years to play 5. Once that happens, someone will sue NCAA D1.

Nebraska became a power house during the Tom Osborne era by redshirting every freshmen and always having 5th year seniors.

Now it's being used just to have enough players to field a team.
