    …..,,so it seems like Kolluru is one of us…..was actively talking with many at the basketball game…..would assume that he was part of the academic rise of UL….anyway who are you guys favoring and why? The others don’t seem to bring great credentials to the mix ???

    Seems a slam dunk for RK. Only concern seems slim pickings for competition. Possibly the constant droning by local media regarding budget issues didn’t help.

    TOPS became economically unfeasible when the legislature, in its usual great wisdom, changed the program from a merit program for the best and brightest into a program for people whose HS grades and test scores were below the admission standards at UL and LSU. It was not originally designed as aid for either the 'financially strapped' or the academically average.

    The legislature was more worried about the cry of discrimination of multiple types and lawsuits (reelection) than sticking to the original program. Huey Long would be so proud, a chicken in every pot.

    That was another issue with TOPS, some universities weren’t getting their “fair share.” Looking back, that was the point TOPS went south and sped up the exodus of the brightest and best.

    Nobody wanted to tell little Johnny his shortcomings.

    That was phase two. Originally set up by Pat Taylor to help those who had done everything right in school (merit) but could not afford to attend college. Morphed into your description and then to let about everyone in and then to bankruptcy.

    Not even that. No legislator wanted to lose votes by denying little Johnny's TOPS application.

    Since well before the creation of TOPS, those who did everything right in school, but could not afford school on their own, were taken care of by the Pell Grant program. TOPS was designed to help those who did things right in HS, without regard to financial need, though it DID help middle class kids whose parents barely made enough money to be ineligible for Pell Grants.
