They totally dictate what student or students a university accepts.

Yet the transfers are announced on day one, this tells me there is zero vetting and universities (academic side) are just complying with agent demands.

What type of vetting are you talking about? There is so much tampering going on that the university is generally the one that makes contact with the player or their agent. You don't think they have "vetted" that player already and know what they bring to the table.

"The university" is a blanket statement almost as bad as "scientists discovered."

I seriously doubt academia is making first contact.
