So, the JMU money. It’s one time money.
Much like grants (hello academics). Such money should NEVER be used for reoccurring O&M expenses.
To do such is a sure fire recipe for disaster.
In UL’s position as of late, if 6-6 continues to be a goal, an anticipated line item should be allocated every year. It’s easier to rake back money than to ignore the possible expense. Government’s biggest blind spot, be proactive instead of reactive.
Are we allowed to save and build a retained earnings? Or are we under the old use ir lose it government budget model, even for this outside cash infusion?
