Don't need all that unenforceable stuff. Just have a rule that they sit for a year. They can still make NIL at their new school. The booster who wants to pay them to transfer can pay them for an initial season where they don't play/perform, then pay them for the subsequent seasons where they do.
You are symultainiously in the mind of the Supreme Court and high school recruits. Nice.
On right mind logic though, no player in his right mind would sign with a talent graveyard that has 5 4/5-star players (at his position) in front of him and 7 4/5-star players coming behind him.
Yet they do.
The way to deal with NIL/Portal is to do the opposite of what the P4 wants. Most of them want dual threat QBs and Freakish TE/WRs. As a G6, if you have one of these on your roster, the NIL poachers will grab them. We know this very well, don't we? So, stop wasting money we don't have recruiting/developing these guys. It's a bad business plan for G6s.
Most P4 schools don't want to run Air Raid/Option offenses. Those G6 schools that recruit/develop players to run these types of offenses will be the norm very soon.
