    It is happening nowhere because the NCAA reacted to a pending FTC announcment of an upcoming rule banning noncompetes which the FTC has since abandoned * and the NCAA has not adjusted to.

    * based on Supreme Court rulings.

    If college sports no longer wanna be amateur sports then it should be run like the pros! You sign a contract/scholarship for an amount/period of time, you become free agents when contract expires to pick which school is best (pays them most), you have performance incentives for bonuses etc. Part of these performance incentives should include code of conduct, a true GPA criteria, community service hours, etc. If you break the contract you are still beholden to that contract until the University releases you or the contract expires! I feel there should also be a NIL cap mush like a salary cap per sport keeping things competitively fair across the board. This would be college sports. NFL could form a minor league type situation for those who do not want to be a STUDENT athlete. We put way too much emphasis on sports now and the spending is freakin out of control! If you break the contract you have to pay back the amount received and are still "property" so to speak of that University so no walking out and just signing with other schools. Just like the PAID pros.

    SUPREME Court would not let that happen with college players

    NIL is more akin to sponsorships which pro players negotiate outside of their deal with the team they play with
