    Which academy you attend doesn't determine your jurisdiction. All agencies are commissioned under POST (Peace Officer Standards and Training), even LSP. The agency I worked for had their own academy which I attended. However, others attended local academies for various reasons. Under our state agency, our jurisdiction was the entire state. While they do not typically deal with anything away from campus, they can if the need arises.

    I always thought it went back to the Federal Land Grants in the late 1800's (our case 1898) and yes Girard who donated much land doesn't exactly fit into this mold. The jurisdiction actually being of a Federal posture. Its the only thing that makes since to me due to the zero sight of LPD or State Police ever on campus. But then you go to CF and the Sheriff's department is who you see. But UL Campus Police has it canvassed as well.

    It would be interesting to figure this out b/c I dont think any of us know.

    You will see multiple Sheriff's Offices represented for large events. Those guys are working details and being paid directly by the University usually. There's never enough LE on traffic duty to cover a city or parish and LSP typically only has 2 troopers on the road at a time covering a full troop area. That's one reason you won't see LPD or LSP on campus often.

    The other piece to the puzzle is did he actually witness you being at the initial stoplight. Or did he pick you up once in parking lot and assume that is what you did.

    Also if they dont want people there couldnt they close the gates?

    LPD nor State Police has jurisdiction on campus is what I've been led to believe. Campus Police does a fine job. As for municipal and state, I just think that there is a Federal element to the UP's jurisdiction. May be completely wrong.

    No matter what, UP showed up on the Row for every single thing that went down. While our house paid a dollar per year rent on the Federal land.

    I believe students park there and take the shuttle bus to campus, so opening and closing the gates would need to be coordinated. Most likely, it's left open all the time so no one has to take the time and or responsibility to close it everyday.
