    First of all: Poor people paying a higher rate is impossible in a graduated income tax - which we have here in Louisiana. Higher income gets taxed at a higher percentage. End of story. So, poor people can't pay a higher rate.

    I'm not aware of this "rich people" tax cut you speak of. What change are you talking about?

    If I am not mistaken, the last tuition increase approved by the UL system board was in 2017. I would say that compounded inflation over those 8 years was probably over 25%.
