    You're talking revenues and at a glance there's plenty of money. The crux is the State has at least a 30 year streak of chronic spending problems with no easy way out since it takes political solutions. Too many tax exemptions, too much Medicaid spending, too many public universities spending, too many public schools, teacher's unions, Baton Rouge State based education boards and healthcare bureaucrats to name a few. There will never be enough tax dollars to fully satisfy these constituencies. And our beloved State is still bleeding population. The Governor will need to become the proverbial bull in a china cabinet, risk political capital to force at least a couple of big changes. That appears to be unlikely until after the next election if he's re-elected. Forecast more nibbling around the edges to get by. All that is a big downer. Take heart as we have reasons to be optimistic about the Ragin Cajuns upcoming football, basketball, and baseball athletic year.

    Correct. Settlements are not taxable to the claimant but the lawyer’s cut is taxed

    Well, I've stated this a year ago Edwards and a Republican led House & Senate were told cuts were coming from the Federal Government on the funding of Medicaid. Neither party had the courage to tell Louisiana taxpayers the truth. After all Edwards increased Medicaid enrollments from the very beginning of his administration knowing the tax revenue simply wasn't there to sustain it. Guess what's happening, they all were told that the Federal Government was going to reduce Medicaid Funding for Louisiana and a number of other states.

    Edwards had no problem gifting every university in this state millions as a parting gift with no funding mechanism going forward. This is why it listed them as Phase 1, Phase 2 and Phase 3. They all knew after the initial payouts there would never be a Phase 2 and Phase 3. Why, there is no funding mechanism attached to raise those funds.

    We need to stop looking at everything in Red & Blue tent. Landry has been a major disappointment already. But Louisiana tradition! Banana Republic!

    For that past decade or so wasn’t Louisiana and LSU the only state universities to not accept the full share of their athletic state distribution? If so, shouldn’t that give us a little grace or forgiveness with all this mess?

    Years ago Louisiana was the only institution that had to return unused athletic revenue to the State.

    No carryover.

    That requirement may technically on the books.

    In that same time frame, self generated surplus went to the State
