You won’t find kickers rated on 247 or any real recruiting site. It’s from a company that strictly rates kickers.

Gotcha. Thanks Clutch. Highest ranking I saw was 3 star on kickers, but 247 and on3 doesn't even have him listed.

Only if the schools chooses to put everyone on scholarship. It's not mandatory, just allowed up to the roster limit.
