This whole situation has been bothering me. Why would the Independence Bowl pick Tech, when there are so many big-name schools who could give Army a good game?
Today it hit me. We've discussed how the Independence Bowl has this political tie with Tech.
I am beginning to wonder if this isn't a reflection of just how much financial trouble Tech is in. The Independence Bowl has a $1 million payout. Tech needs money so bad that they will undergo embarrassment on International TV to get it.
And their tie with the Independence Bowl is so strong, that the Bowl will take a beating on ratings to help Tech out.
By the time Marshall dropped out, all of the other teams had committed to other bowls. Tech was what was left. Plus, they are on the quarter system, so their players were in school, unlike other schools who were on semester break.
As for payout, Tech would have to sell their alotment of tickets to get a million dollars. Somewhere between highly unlikely and when pigs fly.

You may be right, but there were a lot of 5-7 teams available, quite a few from the P4. I haven't seen anywhere that they declined an Independence Bowl invitation, or any invitation to any bowl, for that matter. This article doesn't mention any other schools except ULM, and that decision hinged on APR. No other 5-7 teams could match Tech's APR? Sounds dubious.

I don’t know but I believe it was largely due to Tech still being in session and players on campus. Most other schools are on the semester system and players had already left for home. Logistics getting them back would have been difficult at best.
I do know that payout is based on ticket allotment. If a school doesn’t sell its allotment it doesn’t get the advertised payout. It will be interesting to find out how many tickets Tech sells.

But this could turn out to be a long night for Tech, and one of the biggest embarrassments in their history... and if the rumors about the demise of their athletics are true, it could be another nail.
