I received many tickets while doing research at Edyth Dupre' Library and parking on campus after 5pm without a permit.

Its been a while though.

Was it because of a car or a horse and buggy?

Yes but be aware some lots are 24 hour permit. Some even have signs so stating or an arm stopping you.
Generally the big open lot along Girard near EK Long is fair game after 5 pm. But for special events it’s sometimes off limits.

The new parking garage with entrance on Girard park is a park mobile controlled lot. I climb stairs there regularly I haven't seen any parking enforcement there in a while. There is a park mobile lot on university Ave. I doubt there will be any issues if you park anywhere though
