You are thinking from a defeatist point of view.
First: Why would a school start a raw 3-star over a proven, experienced, 4-star and two other 4-star players ahead of them? They won't, they never will, so why sign with them in the first place.
I have been using the term "Talent Graveyard" for two decades because that is exactly what they are.
Now add the influx of proven 2-stars to their transfer roles and you have a unique situation of available 3-stars from high school and (raw) 3-star players being spit out the straw.
It takes work and a willingness to recruit players you thought you had no chance at when they were in high school.
