You may be right about the NCAA not doing much as a result of closed scrimmage information becoming public. It is an NCAA rule however that information from these is not to be made public. However people in the press who leaked things may get some privileges revoked. Any fans who are aware of what went on generally will not say anything as it is understood things of this nature they learn is to remain confidential. Team may have gained more from a second closed scrimmage vs an exhibition. Contrast to that is a dress rehearsal for a regular game may have benefit. Things like the pregame routine for young guys can be a learning experience. Also, everyone healthy gets to play against outside competition and getting that on film can help the coaches have teachable moments
