lastly I always thought it was a call to hang on the rim after a dunk, but this is the second game in a row that I've seen it, is it just not a thing anymore or is it still supposed to be a technical foul

It’s not an automatic foul. You are allowed to hang on to avoid people below, or possibly injuries. No doubt subjective and often not called
