Well, call me stupid; I thought all along the transfer portal was a one-time thing for being eligible without sitting out one year. I always thought the old transfer rules were in place for any other transfers.
Interesting twist.......this inverts the logic for any coaches that are transfer adverse. This new rule makes 1st time transfers a "safer" prospect to sign vs high school. Transferred players have restrictions on future transfers but high school signings don't have any of these restrictions until they transfer out.
What were the stipulations to transfer a second time before? I'm assuming they just made those more stringent.

I love this stipulation "Certify in writing, along with their new head coach, they did not have direct or indirect communication with the new school’s athletics staff prior to entering the NCAA Transfer Portal."

Pandora's box has been opened. This is small tweak to a much larger problem. NIL has changed CFB forever.
Absolutely the only thing that the NCAA controls is transfer rules. IMO zero transfer should be the norm. Then you build on that. Original coach leaves then one free transfer. Sick relatives. Immediate resident family only. Grandma grandpa, aunts, uncles, have to be listed prior to signing and not automatically accepted. NIL is still a problem that can’t be easily fixed.

This is really nothing new. When the free transfer without sitting out was passed, it was only one free transfer. So all they are saying is that they are enforcing the rules that have always been there.
I don’t think they ever went silent . . . I suspect they were starting to get more and more applications for waiver under the belief that because of the one free transfer rule, it was an indication that additional waivers may be easier to get . . . not so says the NCAA so quit wasting our time . . . Player gets the first and only the first free
