After all this time, how is it possible that the design is not complete and ready to go?

Only a guess. Probably modifications to lower the overall cost based on price increases the last couple years. No inside info, just a WAG.

Design has always been dependent on $$$ available. Same thing for every construction project.

There's plenty the University is not telling us. Something doesn't smell right. This project was supposed to start at end of last season then got pushed back to end of this season now we are hearing it's still in the design phase or whatever BS their saying now. No timetable is given. Don't be surprised if this project is put on hold indefinitely.

Doubt if we have full funding for project. If so we need to have some percentage of funds on hand to get approval from UL system/state. Plus we have to find alternate funds such as bonds to ensure completion. Until done, I wouldn’t know scope of design.

Demo and ground work alone will be close to 10 -15 mill. It's going to be a double wide on stilts after its all said and done.
