Call the NCAA. Likely a violation. Institutional control. Or maybe it was just a screw up. Like prerequisites get screwed up with everyday students. Lots of work goes into not messing up but transfers are not trivial when dealing with transcripts. I know personally. Cost me a summer school when I thought I was graduating in spring.
