Outside the box is usually possession movement of the ball.

If video review, like in the current Belgium/Canada game, shows a foul, like handling the ball (handball) in this case, the call is made after the review and the offender got a yellow card. Same would apply for any possible missed foul in the box. Keeper stoned the PK attempt.

Futbol is no different than any sport. You hope for equal officiating, either tight or let ‘em play. Just be level with the calls.

Think of it like American football and scoring, targeting and turnover reviews.

Japan took down Germany for the shocker of the day.
    Thank you!

Can the reviews go either way? Ive seen no calls reviewed to award the penalty, but can a penalty award be reviewed and reversed?

Yes, calls can be reversed. The most common is VR overrules a goal scored due to an attacker was offside at the moment the ball was addressed (sender’s moment of contact). One of the hardest calls in all sports because everyone follows the ball. Some offside calls are truly razor thin. Here’s the VRs so far in this WC.

That Ronaldo PK was a ref gift. I feel bad for Ghana. They were hosed.

That was VR reviewed and blessed. I thought Ghana played great, they often compressed their “shape” to 20 or so yards making Portugal really work.

Then the VAR ref has as much to answer for. That was way too soft. It was awarded only because it was Ronaldo IMO.

Not all fouls in the box are carded. Zimmerman wasn't booked for his foul on Bale. Midfield fouls are often yellow if it deliberately slows an attack, like Ream's yellow, or is reckless like the early ones on the US. Although I thought a couple of those were soft.
