Nobody individually was willing to pay Napier 3+ million. Napier was offered 3.1 million. UL's pay was 2 million and the other donors would have put up the other 1.1 million on top of UL pay.

UL cannot pay more than $250k. Any excess must come from the RCAF. So donors were already paying close to $2 mil and would have had to come up with another million.
