Interesting. Thanks for update. So one source says it is a rule, another source says it is called a waiver. Regardless it was a waiver that was in place for all conference champions, no matter what. (Almost like they dont know how to define the word) Therefore the school does not have to individually apply for such waiver nor await a decision from the ncaa. And also it was still well before 2011.

The one and only Al Hatteburg and I attended the first four NO bowls to support the belt. Not sure I ever believed we’d play in one back then. Some of those early bowl games were pretty bad.
