    Apparently, it's because they tried but we're unsuccessful at scheduling the 11th FBS game.

    One would think App st would be granted the waiver. They had Marshall on the schedule as a non conference then they became conference and were unable to replace them.

    They lost a game to San Jose state this year after the death of SJSU running back. Apparently they reached out to a several schools to schedule a game to replace it and they no one agreed so NCAA granted them a waiver.
