Very little about the name change challenge, subsequent court case, and emerging law computes logically.
However if, contextually, you just use Louisiana (not unlike Alabama) to refer to the university (but don't say or type "university") no one associated with the university would be required to use "at" or "Lafayette" when communicating.
No "at" is needed if you don't say "university" academically or athletically.
