Basically they open the spillway when the downstream flow rate is 1.5 million CFS AND the elevation of the water on the River side of the structure is 57.0 feet NAVD88.

If any of you guys cruise up to the Morganza Spillway, I was up there late January. There is a nesting pair of bald eagles on the west end on the north side in a tree by itself. Pretty unexpected and magnificent.
