Not necessarily true. There have been a lot of changes to state bid law since Lamson was renovated. The CMAR model being expanded for public entities allows the university to select a GC/CM early in the design process and the selection does not have to be restricted to lowest cost. Southside High is one of the largest public facilities in this area that was built under that model. 18 months from schematic design to substantial completion for a 260,000 sq ft building.
It wouldn’t bother me if we scaled it back a little so we could get started. Inflation is going up faster than we can raise money and with the poor leadership in this country most people only see it getting worse.
