If your question is, is the UL Alumni Association tailgating events at UT just for UL Alumni, the answer is no. It is for all UL fans there that would like to attend!

I wouldn't be so sure. I wanted to a tailgate at a ULM game and I was told it was for only those that rode the bus. I would check with the alumni association, they like to turn people away.

Looks like it is in Lot 40 near the LBJ Presidential Library on the corner of Red River and Dean Keeton St. Reservations were required to get access to food and drinks, but I assume they aren't going to kick anyone out of the parking lot.
