Why chance a loss on the field if you believe the forfeit will not be held against you in the end. If you are a have, you forfeit and take that chance.

The team decides when they need to forfeit. If they have enough to start the game, they can start the game.

That statement is what allowed CC to back out. They were scared and they had enough players to play.

I would not be surprised if SBC changes course and requires vaccinated players to get tested as well and thus therefore finding more positives even if asymptomatic and can lead to cancelled games. Hint hint NC State
