Saints sign a Tulane player from last year

Is this possible? Can you actually sign with an NFL team before the NFL draft if you played in college last year? I'm just a little confused on this one.

Apparently he did not play for Tulane in 2020, but did in 2019. Still interesting that he could sign with them, unless he declared for the draft in 2019, went undrafted and unsigned.

He was waived by the Falcons in September of 2020 after signing with them as an UDFA in May of 2020. He played at OK State for four years and was a senior transfer to Tulane for an extra year.
